Risk-Based Contaminated Site Management of Hsin-Kuang Community

Hsin-Kuang Community is a Soil Contamination Control Site which has been remediated for decades. Due to the challenging condition of the site, including the nature of residential buildings and the operation of commercial activities, the remediation has been limited. Thus, ENEC has been commissioned by the client to carry out the risk assessment for the site and to engage the stakeholders for risk communication. The risk management measures have been planned and approved by the authority. ENEC has assisted the client to execute the risk assessment works and risk management planning that approved. This is the very FIRST Control Site employs risk-based management plan which successfully approved by the authority.

Promotion and Advancing Soil and Groundwater Technology Development and Industrialization

For advancing the development and application of soil and groundwater protection related technologies, Ministry of Environment (MOE) has built up a short and mid term technology development plan. The subsidy program for research and pilot test in soil and groundwater related technologies is the main resources for the academic and industrial entities. The team has supported MOE to review and assess the domestic and international technology development trend, to establish annual research themes, to maintain the administration of the research projects. The outcomes shall help to resolve stagging or orphan contaminated sites.

Chlorinated Solvent Contaminated Soil and Groundwater Remediation

ENEC has been commission by the client to conduct detail site investigation and revisit the remedy plan. The team has proposed an alternative remedy; including containment barrier, passive and active enhanced bioremediation, and excavation. The alternative remediation plan was approved by the authority and ENEC is currently assisting the client to implement and operate the remediation. The objective is to completed the remediation and delist the site within the feasible time frame and to revitalize the land for industrial use.

Soil and Groundwater International Collaboration Program

ENEC works with Taiwan Association of Soil and Groundwater Environmental Protection (TASGEP) to carry out the international collaboration for Environmental Management Administration, Ministry of Environment, Taiwan (R.O.C.). The program included annual Taiwan-US Workshop、Taiwan-Vietnam collaboration agreement as well as ReSAG working group operation. The project works achieve the objectives of multilateral cooperation and further strengthen the partnership in APEC region for soil and groundwater protection.

Advocation of International Collaboration in Environmental Technology Verification Program

ENEC was delegated to advocate the internation collaboration of ETV program for Ministry of Environment, Taiwan. The team has assisted MOENV to connect with the Asian countries (e.g., Philippines and Japan) w the partnership in APEC region for soil and groundwater protection.

Groundwater Modeling and Remediation Performance Assessment

In response to the evaluation of current remedy performance and the remediation time that were required in the remediation plan. ENEC has compiled the monitoring data of the targeted contaminated site and conducted the calibration of GMS and REMChloro to reevaluate the performance of current remedy. The forecast of remediation time was assessed with REMChloro and the outcome has enabled the client to reassess the current practicing remediation work, the potential of alternative remediation strategy and to update the Site Cconceptual Model (SCM).

Risk-Based Contaminated Site Management in Kaohsiung City

A groundwater contaminated site in Kaohsiung was discovered and the contamination has the potential to impact the receptor at vicinity. While the remediation related to free-product recovery and bioremediation have been in operation, ENEC was commissioned by the client to assess and human health risk related to the receptors identified through site conceptual model. With the outcomes of the human-health risk assessment (HHRA), ENEC has proposed a risk management plan to mitigate the risk to the receptors to properly manage the impact to public.
